NGO and INGO Registration in Bangladesh
Non-governmental organisations receiving foreign donations in Bangladesh must register with the NGO Affairs Bureau (NGOAB) under the Foreign Donations (Voluntary Activities) Regulation Act, 2016. This is separate from — and in addition to — registration with the Department of Social Services, the Registrar of Joint Stock Companies and Firms (for Section 28 companies), or the local authorities (for societies).
NGOAB Registration Requirements
- Certificate of incorporation or registration from the relevant authority
- Memorandum and Articles of Association or constitution
- List of governing body members with biographical information
- Source of funding documentation
- Project proposal with budget and implementation plan
- Security clearance (processed by NGOAB through relevant government agencies)
Project Approval Process
Each foreign-funded project requires a separate approval from NGOAB before commencement. Project approval applications must include detailed budgets, implementation timelines, and reporting frameworks. NGOAB monitors expenditure and requires annual audit reports.
