Annual Report (FD-3)

All NGOAB-registered organisations must submit an annual report (FD-3) covering the previous financial year's activities, foreign donation receipts and utilisation, progress against approved project targets, and employment data. The annual report must be accompanied by audited financial statements prepared by a Chartered Accountant registered in Bangladesh and a signed compliance certificate. Late or materially incomplete reporting attracts penalties and can result in suspension of future project approvals — which effectively halts all foreign-funded operations.

Project Completion Report (FD-9)

Upon completion of each approved project, a completion report (FD-9) must be submitted within 60 days of project close. The completion report covers final fund utilisation against approved budget, outputs achieved against agreed indicators, beneficiary data, key lessons, and audit findings. Unspent balances must be reported; reallocation or return to donor requires NGOAB approval. LegalBD prepares and files completion reports and manages the NGOAB review process.

Governance and Structural Compliance

NGOAB requires that registered NGOs maintain an active governing body, hold regular board meetings with proper minutes, and operate in accordance with their registered constitution. Changes to the governing body, registered address, executive leadership, scope of activities, or donor relationships must be notified to and approved by NGOAB before implementation. Unapproved changes can be treated as violations of registration conditions.

NGOAB Monitoring and Inspections

NGOAB conducts periodic monitoring visits and compliance audits of registered organisations. We assist organisations in preparing for NGOAB inspections, responding to NGOAB queries and notices, and managing the regulatory relationship proactively. Where compliance issues have arisen, we advise on remediation and voluntary disclosure strategies to manage regulatory risk and protect operational continuity.
