Fire Licence and FSCD Compliance for Commercial Buildings in Bangladesh: Current Guide

Scope of this amended guide. This is an edit of the existing LegalBD article for owners, occupiers, developers, factories, warehouses, consultants, and counsel dealing with fire-safety permissions in Bangladesh. It distinguishes the FSCD fire-licence process from fire-safety-plan review and e-NOC services. It is not a site approval, engineering opinion, or guarantee that an application will be accepted.

Current portal correction

The FSCD e-Fire License portal states that e-Fire License issuance began on 1 May 2026, that all types are being brought into the system in phases from FY 2026–27, and that previously issued licences are being brought in through a re-assessment process rather than ordinary renewal. Check the live FSCD notice and the correct route for the licence before filing.

1. Regulator and legal framework

The Fire Service and Civil Defence (FSCD) administers the fire-licence, fire-safety and building-related services identified on its official portal. The FSCD law page publishes the Agni Protirodh O Nirbapon Ain, 2003 (Fire Prevention and Extinguishing Act, 2003). Its official rules/SOP page lists the Fire Prevention and Extinguishing Rules, 2014, the Fire Service Rules, 1961, and an SOP for services and clearances relating to fire extinction.

Building design and construction are parallel controls. Bangladesh National Building Code (BNBC) 2020 was gazetted through the Ministry of Housing and Public Works route. The BNBC, local development-authority or Building Construction Act route, environmental permissions, trade licensing, factory and labour safety rules, and FSCD services may each apply to the same project. One approval should not be described as automatically replacing another.

2. Identify the correct FSCD service

“Fire licence” is not a safe label for every fire-related decision. The FSCD’s online-services page separately lists:

e-Fire License;
e-Fire and Safety services;
e-NOC for multi-storey buildings; and
other training, verification and safety services.

For a proposed, multi-storey, or commercial building, the e-NOC route may require a separate account and application. The official e-NOC instructions describe registration, an online form, document submission after the application is accepted, and inspection by a committee before the final decision. A fire-safety plan, firefighting floor plan, land documents, and location material may be requested through that route.

For an e-Fire License application, the official form currently requests information such as the business and licence type, owner or managing-director details, premises address, nearest fire station, combustible materials, building characteristics, access-road width, boundary information, fire-safety arrangements, and the status of any multi-storey or commercial-building construction NOC. Treat the live form as the controlling checklist because fields may change.

3. A defensible application file

Before using the portal, create a controlled project file. It should map the applicant, legal interest in the premises, exact use, building and floor areas, occupancy and hazard facts, combustible materials, access route, fire-safety design, responsible contacts, existing permissions, and prior licence or NOC history. Keep the submitted data, attachments, acknowledgements, inspection communications, payment or treasury evidence where requested, and every revised drawing.

Do not copy an old checklist into a new application without checking the live FSCD form. The portal’s own fields may require the applicant to disclose facts that cannot be safely inferred from a generic “commercial building” description. Where a consultant prepares a plan, the owner should retain the signed or controlled drawing set and identify which version was submitted.

4. Fire-safety plan, e-NOC and licence workflow

Classify the route: decide whether the matter is a new e-Fire License, a re-assessment of an older licence, e-NOC, e-Fire and Safety service, or another FSCD service.
Prepare the facts and drawings: reconcile the site, occupancy, floors, access, exits, fire-fighting plan, safety systems, combustible materials, and parallel building permissions.
Create and verify the account: use the official portal and the applicant identity and contact method required by the current form.
Submit and preserve evidence: review every field before submission; the e-Fire form warns that information cannot be changed after submission. Save the acknowledgement and uploaded-file inventory.
Respond to scrutiny or inspection: provide the requested plans, premises access, records and clarifications. An application or inspection is not an approval.
Download and verify the result: use the account and the official verification facility. FSCD states that QR-code verification is available for relevant e-NOC documents issued from 13 November 2025.

7. Renewal, reassessment and change control

The portal’s 2026 notice makes a critical distinction: previously issued licences are being brought into the e-Fire License system through full reassessment, and the portal provides a reassessment option. It also states that online renewal of e-Fire Licenses issued in FY 2026–27 is scheduled to begin from 1 June 2027. Do not convert this notice into a universal annual expiry rule or promise a renewal date for every historical licence.

When a building changes use, floor layout, access, storage, combustible materials, fire-safety equipment, ownership, or other material facts, preserve the old approval and ask FSCD whether a revised plan, NOC, inspection, reassessment, or new licence route is required. The safe rule is to control the change first and verify the authority’s current instruction before operating on the changed basis.

8. Inspection and dispute response

If an application is queried, refused, or inspected, preserve the exact notice, portal status, drawings, photographs, test records, and communication history. Ask for the legal or technical basis of a requirement in writing and respond through the official route. A High Court judicial-review remedy may exist in an appropriate case, but it is fact-sensitive and this article does not assert a universal administrative appeal, 30-day deadline, stay, or outcome.

Is a fire licence the same as a building fire-safety plan or e-NOC?

No. FSCD lists e-Fire License, e-Fire and Safety services, and e-NOC for multi-storey buildings as separate services. The correct route depends on the premises, stage of the project and facts shown in the current FSCD portal.

What changed in the FSCD process in 2026?

Can an old fire licence simply be renewed online?

What are the government fees and processing times?

This article does not publish a fixed amount or timeline. Fees, route, scrutiny, inspection and portal instructions can depend on the service and current schedule. Verify the amount and status through the official FSCD route before payment or reliance.

Does BNBC approval replace FSCD approval?

No. BNBC 2020 and building-authority controls are parallel technical and construction requirements. FSCD licensing, safety-plan review or e-NOC may still be required, and the applicable route should be confirmed for the project.
